PROPOSED SHORT COURSES
The GIMPA Regional Extractive Industries Knowledge Hub is inviting prospective participants to apply to attend training with a focus on bridging the gap between theory and practice on:
1. Petroleum fiscal Systems and design: This module will deal with the general
introduction to the system of the two main petroleum fiscal regimes which are the contractual and non-contractual regimes. The module will further provide detail information about petroleum taxation and issues with Government take statistics. It will examine selected fiscal regimes for petroleum and provide the participants with the tool to carry out a comparative analysis on them.
2. Petroleum Economics: This module will demonstrate the working of the industry and the interaction with macroeconomic and social political issues. It will review information, and analyse issues related to the market and the players in the industry. The module will provide an informed economic opinion on approaches and strategies relating to the industry from exploration, development to production.
3. Petroleum Legislative Regime: The module is designed to enable the participants
to examine how the legal and regulatory framework operate within the industry. The various levels of the regulatory framework are examined. The contracting systems between the host Government and the international oil companies and that between the companies themselves are also critically analyzed.
COURSE OBJECTIVE:
The course aims at equipping participants in the Oil and Gas sector with the requisite competencies and hands-on experiences required of their functions as professionals.
COURSE STRUCTURE / EMPHASIS:
The course is structured in a module format with each module divided into several units. The course module is built around key thematic areas which have been identified as important in the emerging oil and gas sector in Ghana.
1. Module on Petroleum Fiscal System and design encompasses the following units:
Unit 1: Principles of Petroleum Taxation
Unit 2: Forms of Petroleum Taxation
Unit 3: Petroleum Taxation allowance
Unit 4: Fiscal structure of Petroleum Regimes
Unit 5: Issues in the design of Petroleum fiscal regimes
Unit 6: Evaluating fiscal regimes of Petroleum.
2. Module on Petroleum Economics encompasses the following units:
Unit 1: Basic Economic Concept in the Petroleum sector
Unit 2: Why Oil Matters- World Economic Issues
Unit 3: Petroleum Industry Structure and Futures market
Unit 4: Natural Gas development and Monetization
Unit 5: Finance of Oil, Gas and Energy Project.
3. (c) Modules on Petroleum Legislative Regime encompass the following units:
Unit 1: Legislative Regime
Unit 2: Authorization Regime
Unit 3: Field Life Cycle
Unit 4: International Petroleum Agreements (IPA)
Unit 5: Petroleum Agreement between companies
Unit 6: Strategic Environmental Analysis.
TARGET GROUP: Energy industry professionals such as Accountants, Economists, Policy Analysts, Engineers, Safety and Health Managers, Administrators, Technical and Government Personnel , Lawyers and any other person interested in the petroleum industry.
DURATION: It is a modular program to be run for 4 weeks, on Saturdays and Sundays from 8am to 2pm. The commencement date is March 2012.
COURSE FEES: The tuition fee is Two thousand Ghana Cedis (GH¢ 2,000) for the entire program including course materials, snacks and certificate.
ACCOMMODATION: Accommodation is optional and at the expense of participants.
VENUE: Lectures will be held at the GIMPA Campus.
RESOURCE PERSONS: Facilitation will be done by Full time and adjunct lecturers from CIMPA, as well as highly experienced consultants and specialists in the oil and gas field.
