Prof. Philip Duku Osei, PhD.

Prof Osei has over 18 years research and institutional development and public service management consulting experience and has undertaken numerous consulting assignments at the senior level for a large spectrum of clients in both Public and Civic Sector Organizations. He has worked as a Principal Investigator, Lead Consultant in social service performance improvement, Monitoring and Evaluation Process Improvement Consultant with the DPM International in Jamaica, Change Management Analyst, Leadership Development Analyst, Local Government Funding Analyst and a Policy Research Analyst for Governments of the Caribbean Community, organizations such as the United Nations Development Programme, Danida, the Ministry of Housing, Transport, Water and Works in Jamaica, Ministry of Labour and Social Security in Jamaica, BMB ARCADIS, Particip GmBH. of the Germany. Prior to joining GIMPA, he worked as a Senior Research Fellow with the Sir Arthur Lewis Institute of Social and Economic Studies of the University of the West Indies for fourteen years. He holds a PhD in Government from the University of Strathclyde, a MA (ECON) in Development Administration and Management from the University of Manchester, UK and a BA (Hons) Political Science from the University of Ghana. He will bring his vast experience in institutional design, policy analysis and change management, research and Monitoring and Evaluation to bear on this assignment.

Professor Philip Duku Osei has worked longer with two key institutions, the first being the Sir Arthur Lewis Institute of Social and Economic Studies (SALISES) of the University of the West Indies, from which bases most of his high profile consulting assignments had been conducted. The second institution is the Ghana Institute of Management and Public Administration (GIMPA). The main objective of GIMPA and SALISES is to provide clients with good quality management and policy analysis training and a wide range of flexible consultancy services at a reasonable cost.

The first institution that I have worked with longest and for fifteen years (15), - the Sir Arthur Lewis Institute of Social and Economic Studies (SALISES) of the University of the West Indies in Jamaica has been in place for 68 years.  Philip Duku Osei supplied the research and socio-economic development advisory needs of the Commonwealth Caribbean states and economies. It was from the Caribbean experience that Prof Osei was appointed by GIMPA. 

Professor Philip Duku Osei's role at GIMPA has been to serve as the first substantive Dean of a newly merged school called the School of Public Service and Governance (from January 2014-September 2014), during which he gave structure and form to the new school to provide a seamless administration, introduce a Customised Master of Public Administration Programme for the Energy Sector in Ghana, and a new PhD programme- the first of its kind at GIMPA, in 2014. Through his pioneering work of institution building, he was elected as Deputy Rector of GIMPA in September 2014. All these have been a reflection of Osei's ability to put management development and policy principles into practice.
