PROGRAMME RATIONALE
The changing political, social and economic environment in Africa underscores the need for countries to have an effective and efficient Public Sector. The Public Sector, and particularly the Civil Service, is among the key institutions responsible for the formulation and implementation of policies, strategies, programmes and projects for the achievement of a Nations Developmental Goals.
Generally, in many countries, the public sector spearheads the implementation of Comprehensive Development Frameworks (CDFs), and coordinates the design, implementation, monitoring and evaluation of Poverty Reduction Strategy Papers (PRSPs) as well as the New Partnership for Africa’s Development (NEPAD).
