VacanciesGhana Institute of Management and Public Administration (GIMPA) invites applications from qualified persons for appointment to the following Senior Management positions at GIMPA.

  1. Director Of Academic Affairs 
  2. Dean, Gimpa Public Services School (GPSS) 
  3. Dean, School Of Technology (SOT) 
  4. Human Resource Manager

 

1.    DIRECTOR OF ACADEMIC AFFAIRS

The Director of Academic Affairs shall be a non-voting member of the Academic Board, reporting to the Rector, and shall be responsible for the application and enforcement of approved standardized procedures and regulations for proper and efficient administration of the academic programmes and student certification processes of the Institute.

RESPONSIBILITIES

The Director of Academic Affairs will:

a)   Coordinate and monitor the academic administration of academic records, examinations and academic ceremonies.
b)   Assist Management of the Institute to take executive action on decisions of the Board as appropriate.
c)   Provide a link between the Institute, other sister institutions and government tertiary academic agencies for affiliation, cooperation and accreditation purposes.
d)   Serve as the head of the Academic Registry
e)   Perform any other incidental and related duties as directed by Senior Management.

QUALIFICATION

 i)    A minimum of a Master’s degree in one or a combination of Management, Educational Administration, Social Science, Mathematics/Statistics or Computer Science. A Ph.D. degree will be an advantage.
ii)    Proficiency in computer applications is a necessary requirement. Candidates lacking such competencies may apply but, if appointed, must be willing to undertake a one (1) month intensive computer proficiency course before assuming duty.
iii)   Experience in a University context in a position not below Senior Assistant Registrar equivalent, will be an advantage.

COMPETENCIES

i)    Must have leadership, managerial capacity and the ability to work with multi-faculty Deans.
ii)   Must have the ability to react effectively to challenges and demands of students and faculty.
iii)   Must have the ability to manage academic records and make presentations to the Academic Board and the Executive Management Committee.
iv)  Must possess the team spirit, willingness needed to support the Rector to create a leading entrepreneurial University and training institution.

REMUNERATION

This is a senior executive position with an attractive remuneration package.


2.     DEAN, GIMPA PUBLIC SERVICES SCHOOL (GPSS)

The Dean of the GIMPA Public Services School (GPSS) is responsible for the academic leadership and general administration of the School in respect of human, financial and material resources of the School within the general framework of GIMPA’s Statutes and policies.

RESPONSIBILITIES

The Dean shall:

a)    Report to the Rector; and shall be a member of the Executive Management Committee (EMC) and Academic Board of the Institute.
b)    Provide leadership and guidance in planning and implementing GPSS activities.
c)    Oversee curriculum and faculty development and academic administrative decisions.
d)    On behalf of the Rector, interact with the Head of the Civil Service and other significant Public Sector Executives to identify public sector their training needs and propose programmes to satisfy them.
e)    Aggressively pursue the needed resources to cater for public sector training needs. 
f)     Ensure that all standards of accreditation are met for the GPSS.
g)    Make recommendations to the Academic Board for the development of plans for new programmes and refinement of existing programmes.
h)    Perform any other incidental and related duties as directed by Senior Management.

QUALIFICATION

i)    A Ph.D. degree and performance at professorial rank constitute the basic requirement.  However in exceptional cases a Master’s degree in one or a combination of Public Administration, Political Science, Sociology, Economics and Law together with considerable top-level public sector management experience will be considered.
ii)   Demonstrated track record of leadership in higher education administration or in the public services.
iii)   Evidence of high-level knowledge creation and appreciation, and the application of knowledge to public sector management.
iv)   A working knowledge of the French language will be an advantage.
v)   Experience in a university context will be an advantage.

COMPETENCIES

i.   Must have the capacity to work with the Office of the Head of Civil Service to implement quality scheme-of-service training programmes.
ii.  Must have high-level policy analysis skills and hence intellectual capacity to grasp the essence and spirit of researched information and analytical presentations.
iii.   Must be computer literate.
iv.  Must be able to work productively for long and sustained hours.

TERM OF APPOINTMENT

The successful candidate shall hold office for a term of three (3) academic years and will be eligible for another term of three (3) academic years.

3.     DEAN, SCHOOL OF TECHNOLOGY (SOT)

The Dean of the School of Technology (SOT) is responsible for the academic leadership and general administration of the School in respect of human, financial and material resources of the School within the general framework of GIMPA’s Statutes and policies.

RESPONSIBILITIES

The Dean of the School of Technology will:

a)    Report to the Rector; and shall be a member of the Executive Management Committee (EMC) and Academic Board of the Institute.
b)   Oversee curriculum and faculty development and academic administrative decisions.
c)   Ensure that all standards of accreditation are met for the SOT.
d)   Provide leadership and guidance in planning and implementing activities of the School.
e)   Make recommendations to the Academic Board for the development of plans for new programmes and refinement of existing programmes.
f)    Perform any other incidental and related duties as directed by Senior Management.

QUALIFICATION

i)    A Ph.D. degree and performance at professorial rank constitute the basic requirement.  However in exceptional cases a Master’s degree in Computer Science, Information Systems, Mathematics or related areas with senior-level university teaching, research and/or industry experience will be considered.
ii)   Evidence of high level scholarship and intellectual contributions to the applicant’s field of expertise.
iii)   Evidence of leadership skills acquired over a minimum period of ten (10) years involvement within academia and/or industry.

COMPETENCIES

i.   Must have high-level policy analytical skills and hence intellectual capacity to grasp the essence and spirit of researched information and analytical presentations.
ii.   Must possess proven skills in programme and projects analyses and programme budgeting.
iii.   Must have excellent problem solving, interpersonal and leadership skills.
iv.  Must possess adequate skills providing guidance, and administrative advice to supervise faculty and staff.
v.   Must be able to work productively for long and sustained hours without supervision.

TERM OF APPOINTMENT

The successful candidate shall hold office for a term of three (3) academic years and will be eligible for another term of three (3) academic years.

4.     HUMAN RESOURCE MANAGER

The Institute’s Human Resource Manager is management’s primary advisor on human resource policies and procedures and responsible for the day-to-day management of the Human Resource Office.

RESPONSIBILITIES

The Human Resource Manager will:

a)    Advice and support the Rector and Senior Management on all matters relating to strategic human resource management of the institute.
b)   Provide day-to-day leadership and management of staff in the HR Unit and Central Registry.
c)   Institute, develop and administer various human resources policies, programmes and procedures for all Institute personnel.
d)   Prepare and maintain handbooks on policies and procedures.
e)   Perform compensation and benefits administration in collaboration with the Finance Office.
f)    Oversee recruitment process in close coordination with Heads of Department.
g)   Plan and ensure execution of staff orientation and career development training programmes.
h)   Implement and maintain HR information systems and ensure effective records management.
i)    Manage an effective Performance Management Process.
j)    Perform other incidental and related duties as directed by Senior Management.

QUALIFICATION

i)   A master’s degree with specialization in Human Resources Management or related discipline with
ii)  A minimum of ten (10) years post-qualification relevant experience
