About REIK Hub

The Regional Extractive Industries Knowledge Hub is a center of knowledge development established by Revenue Watch Institute (RWI) and German Technical Cooperation (GTZ) in collaboration with Ghana Institute of Management and Public Administration (GIMPA) to build the capacity of oversight bodies in Africa to exert their influence on the prudent governance of the extractive sector and to promote effective management of oil, gas, and mining resources.

Reik HubThe  Hub was established  within the context that the extractive industry in Africa is confronted with severe lack of technical capacity and knowledge gaps, such that, oversight bodies like Parliament, Sub-national government officials, Civil Society and the Media are unable to participate in decision making as far as the extractive sector is concerned. Thus, the Hub’s goal is to build capacity within the extractive sector.

Objectives

The objectives of the Hub include the following:

To develop regional capacity to provide effective training and mentoring to grow a critical mass of knowledgeable, skilled human resources who are duly equipped to affect strong oversight and governance of extractive industries and resources;

To provide consultancy and technical assistance to all target groups (in their oversight functions) that help reform  systems and procedures of local and national governments; facilitate the management of change and application of learning; and harness oversight bodies’ pivotal role in creating a conducive environment for good extractive industries governance in target countries; and

To transfer/share global and regional knowledge/good practices to meet specific local needs thereby encouraging south-south and cross regional information exchanges.

Activities

To achieve its stated goal and objectives, the Hub will:

  • Run annual or bi-annual training courses for Aglophone and Francophone countries across Africa;
  • Run a mentorship programme for course Alumni
  • Create a pool of experts in the region;
  • Facilitate exchange visits;
  • Organize policy buster workshops;
  • Create drop-in centers;
  • Organize surgeries for stakeholders;
  • Develop Centers of Excellence across the Region; and
  • Organize public education and media sensitisation programmes.

 The Hub’s First Pilot Regional Summer School Course for Anglophone Countries

The Hub organized its first, Pilot Summer School Course on the theme: Governance in Oil, Gas and Mining Revenues from 12th July to 24th July 2009 at Accra, Ghana, under the auspices of RWI, GTZ and GIMPA.

It was attended by 34 participants from Ghana, Sierra Leone, Nigeria and Tanzania.  The participants were drawn from Civil Society, Local Government Officials, Traditional Authorities, Parliament, Academia and Media. Selection was based on predefined criteria which included participants’ involvement in ongoing projects in the extractives industries.

  • Legal Framework 1: Structure & Hierarchy of Law,
  • Legal Framework 2: Oil, Gas, Mining Laws & Regulations, 
  • Mechanisms for Social and Environmental Protection,
  • Legal Framework 3: Contracts in Context,
  • Legal Framework 4: Contract Negotiations,
  • Resource Revenue Management, 
  • Saving & Spending Decisions of Government,
  • Spending of Resource Revenues National & Sub-national Issues & Approaches,
  • Efficiency & Effectiveness of Public Spending, 
  • Revenue sharing Schemes & Revenue
  • Distribution and Local Economic Development Issues Faced: Economic/Legal/Administrative

Networking

The Hub will liaise with local, regional and international organizations with similar objectives, such as, PWYP, Civil Society, Local Government Authorities, Parliament, Academia, Traditional Authorities, International Institutions and Media. The Hub will also work closely with its Alumni.

Management Structure

The Hub is managed by a Steering Committee made up of representatives of RWI, GTZ and GIMPA, and an Advisory Board made up of international and regional experts in the extractive sector.
The day to day activities of the REIK-Hub are administered through a secretariat headed by a manager.

The secretariat is hosted by Ghana Institute of Management and Public Administration (GIMPA), a partner organization.
