Foreword

The Ghana Institute of Management and Public Administration (GIMPA), established in 1961, is Africa’s foremost public-sector capacity-building and training Institution. Continuing education, executive/short courses and professional development have been GIMPA’s forte and niche, notably in Leadership, Governance, Management. In these areas, it is head and shoulders above every other institution, and it is truly a global icon.
GIMPA added degree offerings in 2004, with its key disciplines being Public and Business Administration, Technology and Law. Being public sector biased, yet with the entrepreneurial orientation, GIMPA is complementing existing offerings with programmes in Economics, Hospitality, and Modern Languages, to serve the international public officer and the businessperson. Bachelor’s, Master’s and Doctoral degrees are offered, and indeed certificate, diplomas, post-graduate certificates and post-graduate diplomas too.
But proper scholarship and training must impact practice and make the world a better place. Learning is not limited to ivory towers, nor should learned papers necessarily be treatises and or high-falutin articles. Town and gown must meet and converse and educate and learn from each other. The Greenhill Journal of Leadership and Governance is a publication that intends to do precisely that. It creates a dissemination outlet for both rigorously researched and peer-reviewed papers on the one hand, and for practical, experienced-informed, policy-shaping or practice-improving papers on the other hand. The Greenhill Journal of Leadership and Governance is the veritable publication and reader for the academic and the practitioner in the areas of Leadership, Governance, Public Administration, Business Management, Applied Technology, Law – and the broad range of public-oriented disciplines.
It is with these objectives in mind that the GIMPA Governing Council, chaired by Kofi Darko Asante, Esq., mandated Management to establish the journal. It is with humility and joy that the Greenhill Journal of Leadership and Governance has seen the light of day.
