GHANA INSTITUTE OF MANAGEMENT AND PUBLIC ADMINISTRATION (GIMPA)

The Ghana Institute of Management and Public Administration (GIMPA), a World Class Centre of Excellence for training in Leadership, Management and Administration, located at Greenhill, Achimota, invites applications from qualified and dynamic persons to fill the following vacancies:

i. DEAN OF BUSINESS SCHOOL
ii. DEAN OF FACULTY OF LAW
iii. DIRECTOR OF HOSPITALITY
iv. DIRECTOR OF ESTATE AND MUNICIPAL SERVICES

PURPOSE OF THE JOB OF A DEAN
The Dean serves as the Chief Academic and Administrative Officer of the School or Faculty. The successful candidate will provide academic leadership and oversee the general administration of the School in respect of its human, financial, and material resources within the general framework of GIMPA’s Statutes and policies. The person shall coordinate the work of the departments within the School.

REPORTING RELATIONSHIP
The Dean shall report to the Rector through the Deputy Rector.

RESPONSIBILITIES OF A DEAN
1. Provide leadership and guidance in the planning and implementation of activities of the school in line with the strategic direction of the Institute;
2. Provide leadership and guidance in maintaining and enhancing the vigor of research, scholarship, and other activities of the School;
3. Develop and implement strategies to increase student enrolment on undergraduate and graduate programmes and, ensure their timely completion;
4. Oversee curriculum and faculty development and academic administration to ensure excellence in the delivery of instruction and learning;
5. Supervise the school’s compliance of all standards of accreditation in its programmes.
6. Foster academic excellence in established courses and programs, exploring innovative approaches to teaching, and enhancing the educational experience of students at the School.
7. Drive the use of technology particularly the use of the Institute’s Enterprise Resource Planning/Integrated Technology System (ERP/ITS) by lecturers and administrative staff of the School in the management courses as well as student assessment in accordance with the policy of the Institute;
8. Establish and supervise the implementation of systems and procedures to provide excellent student services;
9. Enthusiastically solicit and secure financial support for the School from both public and private sources within the country and from abroad;
10. Serve as a member of the Academic Board and contribute by way of ideas and recommendations for the effective governance of the Institute;
11. Establish partnership with national and international institutions;
12. Take strategic advantage of the satellite campuses in the delivery of demand-driven programmes and courses;
13. Perform any other incidental and related duties as directed by Management.

THE PERSON
The successful candidate should have the following qualifications, traits, and competencies:

1. Preferably of Professorial/Principal Lecturer rank but not below the rank of Senior Lecturer from a reputable institution;
2. Ph.D. in a relevant field;
3. Must be a distinguished Scholar;
4. Be capable of providing academic leadership to the School;
5. Have proven competencies and experience in leading and managing an academic unit;
6. Be able to demonstrate experience in the running and management of educational programmes or experience in top management in industry and or the public service;
7. Expertise in national and international accreditation systems;
8. Ability to develop external relations;
9. Ability to take initiatives leading to innovations and the development of new educational programmes;
10. Excellent people management skills;
11. A team player, but also must be able to take difficult and bold decisions and initiatives;
12. Excellent verbal and written communication including presentation skills;
13. Experience at top management in a university context will be an advantage;
14. Ability to serve a full-term of three (3) years before attaining statutory retirement age of sixty (60) years;
15. Must have satisfactory performance and recommendation for appointment at a selection interview.

DIRECTOR, ESTATE AND MUNICIPAL SERVICES
The Director of Estates and Municipal Services (EMS) is the administrative head and will manage the municipal and management services needs of the Institute.
REPORTING RELATIONSHIP
The Director shall report to the Rector through the Secretary.
RESPONSIBILITIES
1. Liaise with contractors/staff to improve estate maintenance, facilities maintenance, general sanitation and aesthetics of the Institute;
2. Review and maintain security and safety of the Institute and its properties, including the establishment of security and safety procedures;
3. Investigate availability and suitability of options for new premises or land for expansion purposes;
4. Ensure that agreed upon work by staff or contractors have been completed satisfactorily and on time and follow up on any deficiencies, thereafter, for timely corrective measures to be implemented;
5. Respond in a timely manner to emergencies or issues as they arise;
6. Manage projects, supervise and coordinate works of contractors/staff, and provide timely feedback to Management;
7. Ensure that appropriate logistics are made available to Management and staff;
8. Calculate and compare costs for required goods or services to achieve maximum value for money;
9. Plan for future development in line with strategic business objectives;
10. Direct and plan essential central services such as reception, security, maintenance, cleaning, catering, waste disposal and recycling;
11. Ensure that buildings meet health and safety requirements;
12. Plan best allocation and utilization of space and resources for new buildings, or re-organizing current premises;
13. Ensure that all buildings, equipment, vehicles and other valuable properties are properly insured; and,
14. Perform any other incidental and related duties as directed by Management.
THE PERSON
The successful candidate should have the following qualifications, traits, and competencies:
1. Master’s degree in Engineering or Architecture plus professional certification;
2. Minimum of ten years’ post-qualification experience, five years of which should have been in senior management in higher education institution or industry and or the public service;
3. Proven competencies and experience in leading and managing an administrative unit to achieve satisfactory performance;
4. Strong critical thinking and problem-solving skills;
5. Excellent people management skills;
6. Excellent verbal and oral communication, including presentation skills;
7. Strong and effective leadership and managerial skills;
8. Strong project management skills;
9. Must be a team player, but also must be able to take difficult and bold decisions and initiatives leading to innovations and change in needed areas of the Directorate;
10. Must have very good IT skills and ability to use and adapt to customized Enterprise Resource Planning system;
11. Must be able to serve a full term of office of three (3) academic years before attaining the compulsory retirement age of (60) years;
12. Must have satisfactory performance and recommendation for appointment at a selection interview.
DIRECTOR OF HOSPITALITY SERVICES
The Director of Hospitality Services (DHS) is the administrative head of the Hospitality Services Directorate of the Institute and will have an oversight administrative responsibility to the Directorate.

REPORTING RELATIONSHIP
The Director of Hospitality shall report to the Rector through the Secretary of the Institute.

RESPONSIBILITIES
1. Implement appropriate marketing strategies to ensure maximum patronage of the services of the Directorate;
2. Achieve sales and profit targets agreed in performance contract or annual performance agreement;
3. Lead and coordinate the effective management of catering unit both accommodation and food production;
4. Liaise with Estate and Municipal Services Directorate for the regular fumigation of food production areas and service areas and maintenance of the accommodation facilities;
5. Develop and implement quality standards;
6. Oversee the regular review and introduction of new food menus;
7. Prepare and manage approved budgets and financial plans as well as control expenditure;
8. Be responsible for quality assurance of hospitality services including the laundry and allied services;
9. Plan work schedules, expansion and improvement of facilities and services;
10. Establish and supervise the implementation of systems to resolve customer complaints and comments effectively and ensure customer delight;
11. Solve problems and troubleshoot;
12. Be responsible for the good conduct, efficiency and discipline of subordinate staff;
13. Develop and implement systems and procedures to ensure quality and quantity controls during food item purchases;
14. Perform any other incidental and related duties as directed by Management.

THE PERSON
The successful candidate should have the following qualifications, traits, and competencies:
1. Master’s degree in Hospitality and Tourism Management or any relevant Hotel Management qualification plus relevant professional certification;
2. Minimum of ten years’ relevant post-qualification experience, five years of which should have been in Senior Management in at least a 3-star hotel or above;
3. Proven experience in successfully leading and managing an administrative unit to achieve satisfactory performance;
4. Must have experience in hospitality service marketing;
5. Demonstrate ability to plan, coordinate and supervise the successful organizing of large size events;
6. Demonstrate expertise in customer management;
7. Strong critical thinking and problem-solving skills;
8. Excellent people management skills;
9. Excellent verbal and oral communication, including presentation skills;
10. Must be a team player, but also must be able to take difficult and bold decisions and initiatives leading to innovations and change in needed areas of the Directorate;
11. Must have very good IT skills and ability to use and adapt to customized Enterprise Resource Planning system as well as relevant hotel management software;
12. Must be able to serve a full term of office of three (3) academic years before attaining the compulsory retirement age of (60) years;
13. Must have satisfactory performance and recommendation for appointment at a selection interview.
DURATION OF APPOINTMENT

The successful candidates for the various positions shall hold office for a term of three (3) academic years in the first instance and may be reappointed for a further term of up to three years only, subject to satisfactory performance.
