Dr Dorothy Ama Morrison
Head, CLEAR Anglophone West Africa

Dr Dorothy Ama Morrison is the current head of the CLEAR-GIMPA Team. She is a Lecturer at the GIMPA Business School. She has also been a training facilitator for institutions such as Success World Limited, Ghana National Chamber of Commerce and Industry, AACE Business Services, Ministry of Inner-City and Zongo Development and the World Bank. She holds an Advanced Certificate in Project Monitoring and Evaluation from KNUST and AACE Training Institute and a Bachelor’s Degree with Honours in Education from the University of Cape Coast. She also has Master’s Degree with Honours in Social Work from the California State University, San Bernardino, USA, and MPhil and PhD in Development Studies (Human Resources) from the University of Cape Coast, Ghana.

Dr Ebenezer Adaku
Business Line Manager (Strengthening Legislative Oversight)

Dr Ebenezer Adaku is currently the business line manager for Strengthening Legislative Oversight in CLEAR GIMPA. He is a trained Construction Cost Engineer and Infrastructure Planner with 13 years of professional experience. He is a Senior Lecturer at GIMPA and Consultant in Project Management and M&E training programmes for institutions such as ECOWAS, Kofi Annan International Peacekeeping Training Centre, Tema Oil Refinery, among others. He has a lot of research experiences in M&E and has authored many works including; The Diagnostic Study of Ghana’s Evaluation System and A Study on the evaluation practice in the Ghana and ECOWAS Parliament. He consults for the Public Procurement Authority in the Sustainable Public Procurement Projects where he develops manuals and training on Procurement Performance Assessment for staff and assessors of the PPA. His areas of interest in research include M&E systems, value chain analysis and project risk analysis. Eben also facilitates in M&E training like the Development Evaluation Training Program for directors and M&E Focal Persons from various ministries and agencies in Ghana and Africa. He also facilitates workshops on monitoring and evaluation for the Land Administration Sector. He has developed M&E training manuals and frameworks for many organizations. He holds a doctorate degree with the University of Stuttgart, Germany, in Civil and Environmental Engineering and Masters in Infrastructure Planning programme in the same university.

Dr Patrick Tandoh-Offin
Business Line Manager (Curriculum Development)

Dr Patrick Tandoh is currently the business line manager for Strengthening Evaluation Practice in CLEAR GIMPA. He is a Senior Lecturer at the Ghana Institute of Management and Public Administration (GIMPA) with many experiences in training and practice of Monitoring and Evaluation. In May 2018, he was elected as the Chairman, Governing Board of the Management Development and Productivity Institute (MDPI). He has a speciality in Evaluation and Social Research, Public and Non-Profit Management, Local Governance Systems and Decentralization, Development Theory and Practice, Governance and Political Economy of Africa and Social Change Planning. He was part of the team of experts that developed Ghana’s Monitoring and Evaluation Policy. Patrick has many M&E Consultancy experiences including the Mid-Term Outcomes Evaluation for WATAF in Ghana and Rationalizing Social Protections in Ghana Project. He consults for the Gender and M&E, AfDB – MOWAC GRCDSP Project. His many experiences in M&E training and workshops cover the facilitation of training in Ghana which includes; the CLEAR GIMPA “Harmattan School”, the postgraduate diploma in M&E and the Evidence-Informed Policy Making Training in GIMPA. He holds a PhD in Policy Studies at Clemson University and a Masters in Community & Economic Development with Pennsylvania State University all in the United State of America.

Richard Kingsford Otoo
Business Line Manager (National Evaluation Systems)

Mr Richard Kingsford Otoo is a professional in monitoring and evaluation and Project Management (PMP). He is the business line manager for National and Regional Evaluation Systems (NARES) in CLEAR GIMPA. Richard has a lot of research experiences in national M&E systems of many countries including the USA, UK, Chile, Australia, Canada, South Africa, Benin and Ghana. He has authored many research papers in evaluation systems of Ghana and ECOWAS including; The Institutionalization of Ghana’s Evaluation System, Constraints and Enablers of Ghana’s Evaluation System, Diagnostic Study of Ghana’s Evaluation System and Diagnostic Study of Evaluation System in ECOWAS Institutions and the Member States. Richard was with a team of experts that developed Ghana’s Monitoring and Evaluation Policy and is currently working on the development of an evaluation policy for the ECOWAS Commission. He has written many technical evaluation reports key among them being the Process Evaluation of the Intensified TB Case Findings in Ghana. He has expertise in the Design for Impact and Process Evaluations, Logic Models, Indicators, Instrument design for data Collection, Theory of Change and TORs. He holds an MPhil in Programme Monitoring and Evaluation with the University of Stellenbosch South Africa, MSc in Development Finance with the University of Ghana and a BSc in Operations and Project Management (First Class Honours). He holds professional certifications in Project Management with PMI global and Six Sigma with ASQ.

Dr Joesph Tabaazuing

Dr Joseph Taabazuing is With CLEAR GIMPA. He doubles as a Management Consultant and a Senior Lecturer GIMPA. He has in-depth expertise in Development Management fields including Policy Analysis and Review, Monitoring and Evaluation and Project Management. Dr Taabazuing has far and wide experiences in M&E consultancies in Africa including; Consultant for ECOWAS to develop a Results-Based Monitoring and Evaluation Framework for the Community Strategic Plan, Consultant for Water Aid Ghana, to evaluate the Australia Africa Community Engagement Scheme (AACES) program, Consultant for Ministry of Gender and Social Protection to develop a Results-Based Monitoring and Evaluation and Reporting Framework, Consultant for Misereor of Germany, to evaluate Justice Development and Peace Commission (JDPC) Project in Ondo Diocese of Nigeria and Consultant for IBIS West Africa, to lead a team of consultants to undertake a baseline study in selected West African Countries to guide the effective monitoring of their WAHRD (West African Human Rights and Development) project. He is an expert in Strategic Planning and Management, Local Government and Decentralization Partnership Development among others. He has a lot of experiences and adept in the design of field surveys, monitoring and evaluation of donor projects and baseline studies. He holds a PhD in Development Studies with the University of South Africa and an MPhil in Agricultural Administration with the University of Ghana.

Mr Emmanuel Osei is an Administrative Assistant in the School of Public Service and Governance (SPSG) at the Ghana Institute of Management and Public Administration (GIMPA). He is currently assigned to assist with the administrative duties of the Centre for Learning of Evaluation and Results (CLEAR). He assists in the Coordination of CLEAR workshops as well as Certificate programmes organized by the Training Unit at the School of Public Service and Governance (SPSG). Mr Osei holds a Bachelor’s Degree in Management (Education) from the University of Cape Coast, Ghana.
